The four principles of Health Visiting, first published in 1977 continue to underpin Health Visiting training and practice today:
• to search for health needs
• stimulation of the awareness of health needs
• influence of policies affecting health
• facilitation of health enhancing activities
The Health Visitor Implementation Plan: Call to Action (Department of Health (DH), 2011) transformed and modernised the health visitor workforce. Health Visitors deliver a universal comprehensive evidence based public health programme for children (Healthy Child Programme 2009).
The 456 model describes the transformed health visiting service. Health visitors offer a four level universal service with five mandated reviews. A process of assessment and screening allows us to identify those in need of extra support. This is then delivered by the Health Visitor at Universal Plus or the Health Visitor in partnership with others- Universal Partnership Plus. The 6 high impact areas identify where health visitors can have most influence on outcomes. This approach benefits the most disadvantaged in society, improving outcomes and helping to reduce inequalities in health. Our ‘You said, we did’ approach helps to ensure that service user feedback shapes future practice
From October 2015, commissioning of the health visitor service will transfer to Local Authorities. The transfer offers many opportunities to integrate the services for children aged 0-19 years across health and local authority providers. .
The cross party manifesto ‘The1001 Critical Days’ underpins our work in primary prevention. Science is helping us to understand how love and nurture by caring adults is hard wired into the brains of children. This growing body of evidence highlights the importance of early intervention particularly during the antenatal period and the first two years of life to improve outcomes for many children in society. Strong frontline leadership in the health visiting service allows us to support families in the critical years to ensure improved outcomes in children’s mental and physical health, development and resilience.
We are inviting health visitors, service users and other professionals working with children and young people to join us on 28th July 8pm to discuss your experience of the transformation in your local areas.

What is a health visitor ?
What is a health visitor- our first chat looking at the vital role of health visitors in giving children the best start in life. We were joined by 53 participants mainly from frontline practice and including Professor Viv Bennett- Chief Nurse at Public Health England.
456 -The future of health visiting
The HV456 model describes the HV role in a clear and succinct way. Hvs are using this framework along with local data to describe the role to parents and commissioners and to help identify outcomes. Public Health England strongly supports 456 as a vital component to giving all our children the best start
Early Intervention / primary prevention
Early intervention is crucial to improve outcomes for all children and young people, reactive intervention is often too little too late..The 456 model begins in the antenatal period where needs can be identified and addressed at Universal Plus or Universal Partnership Plus level. An example used was: the HV identifies speech problems pre school and initiates support with speech development leads to improved outcomes in school readiness.
Demonstrating outcomes and service user feedback
HVs need to get better at demonstrating the transformed service and the outcomes from this. The service transformed so fast that others need time to catch up.
Trusting relationship between parents and HV is essential to identify need and to work together to improve outcomes.
Service User feedback essential to developing the service- HV456 model was developed using the 'You said, We did' approach. HVs empower families to manage their health and act as an advocate and a navigator between families and the health system.
The future's bright, the future is health visiting
Viv Bennett invited us all to demonstrate and celebrate the HV transformed service in a week of action
